About Us :
Horizon Communities Improvement Association (HCIA) is a private non-profit corporation chartered under Texas and Federal laws as a property owners' improvement association. Our membership comprises over 25,000 owners of local property, from all parts of the world. About 1000 of these reside in the existing incorporated township of Horizon City. The association is funded primarily from assessments paid by its members.
Our Mission:
HCIA is dedicated to adding value to its members' land. Our goal is to promote and facilitate the development of the Horizon area, making strategic contributions to local infrastructure wherever possible.
